Determinants of Regional Environmental Performance: The Mediating Role of Regional Development and Financial Performance A Systematic Literature Review

This study examined the determinants of Regional Environmental Performance (REP) by analyzing
the mediating role of Regional Development Performance (RDP) and Regional Financial
Performance (RFP) within local government systems. A systematic literature review combined with
bibliometric analysis was conducted using Scopus-indexed publications from 2021 to 10 April 2026.
A total of 112 peer-reviewed articles were selected after a structured screening process.
Bibliometric mapping and co-occurrence analysis were performed using VOSviewer to identify
research trends, influential sources, and thematic structures. The results showed a continuously
increasing publication trend on REP, RFP, and RDP, with China as the most productive country
and environmental management and sustainability journals as dominant publication outlets. Four
main thematic clusters emerged, encompassing environmental sustainability, green finance and
policy, government-led development and environmental protection, and socio-economic
governance. The findings indicated that REP was shaped by green innovation, fiscal capacity, and
development effectiveness, while RFP and RDP frequently acted as mediating mechanisms.
However, empirical inconsistencies and fragmented evidence persisted across studies. The study
concluded that an integrated governance approach was required to strengthen environmental
performance through coordinated fiscal, developmental, and environmental policies
